UAP Classification Guide
Mellon’s claim — voiced at the May 1, 2025 Capitol Hill expert briefing (src-uap-expert-briefing-2025-05) — that a UAP-specific classification guide was created in the U.S. government shortly after he provided three then-unclassified Navy UAP videos to the New York Times in late 2017, retroactively reclassifying UAP material as national-security-sensitive in apparent contradiction to the executive order on classification.
If accurate, this guide is a candidate mechanism for the over-classification the FY2026 ndaa-uap-provisions now require aaro to account for.
