Yoshiharu Asakawa is a former member of the Japanese Diet. In May 2025 he submitted a proposal to the Defense Minister to establish a specialized UAP department within the Japanese government. The proposal received no positive response.
His effort nonetheless laid groundwork for the current japan-uap-parliamentary-group, whose March 2026 proposal (src-japan-uap-strategy-proposal-2026-03) adopts a similar aim but places the proposed body under the Cabinet Secretariat rather than the Defense Ministry — a broader, whole-of-government framing.
