Canada’s Chief Science Advisor; head of the Office of the Chief Science Advisor (OCSA). Commissioned and sponsors the sky-canada-project preliminary (Jan 2025) and final (July 2025) reports on UAP reporting and analysis. Per src-canada-sky-canada-project-2025-02, Nemer characterized OCSA’s UAP work as having drawn “more public anticipation than any project in the history of this office.”
Implementation of the project’s recommendations is delegated to the federal government — OCSA is advisory only.
On the final report (src-canada-sky-canada-final-2025-07, CTV News, July 14 2025), Nemer said the recommendations “provide a realistic framework for the consistent and efficient management of UAP sightings in Canada” and that she is “confident that our leaders will take these recommendations seriously,” noting that her office is currently focused on supporting the new Carney government but is “ready to help” with implementation. She added: “In general, our colleagues in the federal government have been cooperative. Unfortunately, they often had very little to share.”
