Canadian federal advisory office, headed by Chief Science Advisor mona-nemer. Sponsor of the sky-canada-project preliminary (Jan 2025) and final (July 2025) reports on UAP reporting and analysis.
OCSA is advisory only: it has no implementation authority. Per src-canada-sky-canada-project-2025-02, OCSA Chief of Staff Luc Gauthier characterized the office’s role as ending at the recommendation stage — execution is the federal government’s prerogative.
The final Sky Canada Project report (src-canada-sky-canada-final-2025-07, CTV News, July 14 2025) formally recommends a dedicated federal UAP service led by canadian-space-agency, a destigmatization push for transport-canada pilot reporting, public-records release, and a bilingual reporting app. Implementation has been deferred while OCSA focuses on supporting the new Carney government.
