AARO Reaches Full Operational Capability
DefenseScoop coverage of aaro achieving full operational capability (FOC) as of October 1, 2024, and preparations for a classified congressional briefing.
Operational Milestone
DOD spokesperson Sue Gough confirmed AARO now possesses “the requisite personnel, expertise, facilities and tools to carry out its core mission.” This culminated a two-year development effort since the office was formally established in mid-2022 by Deputy Defense Secretary Kathleen Hicks.
Congressional Briefing
On December 6, 2024, AARO Director jon-kosloski participated in a classified briefing with House Oversight and Accountability Committee members. The session focused on reviewing AARO’s annual report and addressing follow-up questions from previous hearings.
Key Quote
Defense Secretary Lloyd Austin: “Whether it’s some really unexplained phenomena or it’s just something that is explainable — we just have to get to the root cause.”
Significance
Full operational capability means AARO can now systematically identify and assess UAP incidents across all military domains. However, reaching FOC did not resolve ongoing transparency challenges, with lawmakers continuing to push for more comprehensive disclosure.
