“Four Corners” NDAA Process

Informal Capitol Hill convention requiring concurrence from the chairs and ranking members of the four primary national-security oversight committees — the house-armed-services-committee, senate-armed-services-committee, house-permanent-select-committee-on-intelligence, and Senate Select Committee on Intelligence — before contested provisions are folded into the annual NDAA.

Per src-uap-transparency-stalls-2025-12, HASC chair mike-rogers told Rep. eric-burlison that the uap-disclosure-act could only be added to the FY2026 NDAA via Four Corners sign-off. Liberation Times sources characterize this precondition — requiring eight bipartisan, bicameral acquiescences — as designed to fail.
