Offutt Air Force Base is a U.S. Air Force installation in Nebraska and the headquarters of U.S. Strategic Command (us-stratcom) and its nuclear command and control (NC3) infrastructure — arguably the most critical node in the U.S. nuclear command architecture.
Intelligence Targeting (2026)
In March 2026, Tianrui Liang (21, a Chinese student) photographed aircraft at Offutt AFB using a telephoto lens. Liang was arrested on April 9, 2026 at JFK Airport as he attempted to leave the country. The incident is part of a pattern: the DOW and FBI have tracked over 150 documented incidents of Chinese nationals attempting to access U.S. military and sensitive government sites since early 2023 (see src-spy-drones-nuclear-triad-2026-04).
