Retired U.S. Navy Rear Admiral, former naval oceanographer, and former noaa acting administrator. As of 2024, signed no UAP-related NDA. Prominent UAP disclosure advocate; on-camera in the 2025 documentary the-age-of-disclosure.
January 2015 Roosevelt incident
While Commander, naval-meteorology-and-oceanography-command, received an “URGENT SAFETY OF FLIGHT ISSUE” email from the U.S. Fleet Forces Command operations officer warning of multiple near-midair collisions during a USS Theodore Roosevelt pre-deployment exercise off the East Coast. Attached: the now-declassified “Go Fast” FLIR video. The email vanished from his and other recipients’ accounts the next day; the matter was never raised again, even in weekly safety meetings. Gallaudet inferred a compartmented special access program excluding flag officers (see src-gallaudet-house-testimony-2024-11).
House Oversight testimony — November 13, 2024
Testified at the joint hearing “Unidentified Anomalous Phenomena: Exposing the Truth” with three pillars:
- Congressional oversight of aaro, odni, NSA on UAP; pursue UAP at IC, NASA, DOE, DHS, NSF; leverage UAP to fix drone-incursions vulnerabilities.
- Pass the uap-disclosure-act’s UAP Records Review Board provisions stripped from FY2024 NDAA conference.
- After enactment, designate a cabinet department lead for whole-of-government UAP coordination (endorsed by sol-foundation).
Alleged that during a 2024 meeting with then-acting AARO director tim-phillips and senior staff, he was the target of an “hours-long influence operation” defending AARO’s Historical Records Report Vol. 1 and disparaging UAP whistleblowers (src-gallaudet-house-testimony-2024-11).
May 1, 2025 expert briefing
Briefed Capitol Hill (hosted by UAP Disclosure Fund + House Oversight & Accountability) alongside chris-mellon and avi-loeb. Recounted a 2021 USS Dwight D. Eisenhower SH-60 Seahawk FLIR account of a metallic sphere accelerating to the horizon, plus many F-18 UAP encounters during the Eisenhower Strike Group deployment (src-uap-expert-briefing-2025-05, uss-eisenhower-uap-incident). Framed institutional response as “over-classification and a deliberate, decades-long disinformation campaign by the U.S. Department of Defense and the intelligence community.”
